Procedure for developing a procurement plan

The procedure for the development of the annual procurement plan approved by the Regulation on the adoption of the annual procurement plan provides for a set of sequential measures to plan the requirements of the procuring entity in goods, works and services, including market analysis and own needs at the end of the current year and in the coming year. The procuring entity should start the development of the annual procurement plan in September of this year, after which it is obliged to publish the GPP for the next year in November of this year. The main developer is the procurement unit, which coordinates the work of other involved units of the procuring entity. The government procurement plan for the next fiscal year, in accordance with the forms approved by the authorized body, must be submitted by the purchasing office of the procuring entity to the State Procurement Agency of goods, works and services under the Government of the Republic of Tajikistan within ten days after agreeing the cost estimate with the financial authorities. The annual procurement plan includes purchases, the estimated cost of which, in accordance with paragraph 15 of Article 3 of the Law of the Republic of Tajikistan, exceeds the minimum thresholds. If the budgetary organization's funds for a certain article of the economic budget classification exceed the sum of 12,500 somoni (for goods) or 17500 somoni (for work and services) per quarter, the procuring entity is obliged to include expenditures on these funds in the GPP. Accordingly, such purchases fall under the procurement procedures provided for each of the procurement methods specified in article 24 of the Law of the Republic of Tajikistan. The decision to include expenses for a certain article of the EBC in the GEA is taken separately for each quarter. In the event that the funds under the EBC item for a quarter do not exceed the minimum threshold amounts, the procuring entity is not obliged to include these funds in the GPP, for which a simplified procurement procedure is provided in accordance with article 29 of the law.
